– Alexander Andreyevich, did Yeltsin really need to sign the Declaration on the End of the Cold War? After all, this is an acknowledgment of the defeat of one’s country?
– No, the declaration is signed correctly. But it was a good face on a bad game. There are no losers in the declaration, everyone is a winner. And this is her great hypocrisy, because everyone understood that we lost miserably, monstrously in that cold war.
What is a cold war? Its goal is the destruction of the enemy without the use of total armed forces. Here is its meaning. In nothing else.
The Soviet Union failed to overturn the West. And the West, the Americans, managed to destroy the Soviet Union. Without a single shot.
– Now it is called “color revolution”, but then it was perestroika?
– Yes, the same technologies! Demoralize the population through information flows, discourage people from loving and supporting their state. And of course, by 1991, a huge part of Soviet citizens already hated the Soviet Union, blamed it for thousands of sins. And the second part of this technology – with the help of intelligence services, lobbies are created that sympathize with those who are waging a cold war with this country.
And in the Soviet Union there was such a lobby – Gorbachev, Shevardnadze, Yakovlev. These were pro-Western people. In the heart of the USSR there was a group that was interested in the collapse of the country.
– Could Yeltsin correct Gorbachev’s mistake and include in this declaration a demand not to expand NATO?
– No, then this mistake could no longer be corrected. In the document of surrender, only the winner sets the conditions. The loser is not entitled to it.
– Is our today’s “ultimatum” to NATO an attempt to revise the results of that cold war?
– Exactly. Gorbachev’s mistake is being corrected today! All we’ve seen since 2000 is Russia’s harrowing counter-attack, which first came to life during the march of our paratroopers to Pristina in Yugoslavia.
There was a moment when there was practically no Russia. In the 90s there was no Russia! There was a territory with a population that received a terrible injury. Therefore, everything that is happening today is not an attempt to restore the security of Europe. It’s too abstract. No. This is a desire to create such lines of defense in which Russia could feel like a full-fledged, free and independent state.

Dmitry Peskov: Dreams are not what we are paid for
The presidential press secretary told the KP observer whether it is now possible to sign a declaration with the United States on the end of the new Cold War.
– Dmitry Sergeevich, Yeltsin and Bush ended the Soviet-American Cold War 30 years ago. And when did the new one – the Russian-American one – start?
– This is rather a question for political scientists. But it is obvious that since 2014, after a coup d’etat took place in Ukraine with the connivance of the West, which led to the fact that, in accordance with all legal norms, Crimea decided to become part of Russia, then the processes began that led to tension, already reminiscent of a cold war.
– Is it possible today to sign a declaration on the end of a new cold war between Russia and the United States? Or is it just dreams?
– You are absolutely right to say that in the current conditions one can really only dream of concluding such an agreement. But dreams are not what we get paid for.
