The rules for registering cars are planned to be changed. The amendments necessary for this have been developed by the Ministry of Internal Affairs.
There are two main amendments to the “Rules for the state registration of vehicles in the registration divisions of the traffic police of the Russian Federation”. The first one is designed to detach registration actions with cars from the departments of road inspection themselves. It will be possible to register a car at any MFC. Actually, this practice was already introduced in Moscow and some other regions as an experiment in 2018-2020. Traffic police officers worked in the centers of public services.
Citizens liked it because it saved time. Therefore, now it is planned to extend this format of work to all multifunctional centers of the country. True, the time limits are nebulous. The document says that this part of the project can be implemented as soon as agreements on interaction between public service centers and local traffic police units are reached.
The second amendment is made in order to minimize conflict situations between car owners and traffic cops. It fixes at the level of the decision of the Cabinet of Ministers the rule of registering a vehicle within ten days after purchase. Such a period exists even now – it is even spelled out in the law on road safety. Moreover, in the Code of Administrative Offenses there are even fines for delay up to two thousand rubles.
But auto lawyers have found a loophole in the law, with the help of which fines will be successfully appealed. The fact is that the article of the administrative code refers not to a violation of the law, but to the rules for registering vehicles. But there is not a word in them now about the timing of registration. The rules only mention that the car owner can apply for car registration either personally or through the public services portal.
