Pushkin card : CHILDREN WILL PAY MORE
From February 1, maternity capital will grow in Russia. Moreover, since this year it has been indexed according to new rules. Previously, matkapital was raised according to the so-called predicted inflation. But last year, the rise in prices overtook all possible forecasts, so now this payment is indexed to the amount of actual inflation over the past year. Today it is 8.4%.
Thus, from February 1, the mother’s capital will increase :
– For the first child: from 483.8 to 524.5 thousand rubles.
– For the second, if they did not receive for the first: from 639.4 to 693.1 thousand rubles.
– For the second, if the capital is paid for the first child: from 155.6 to 168.6 thousand rubles.
PENSIONERS AGAIN ADDED MONEY
Non-working pensioners will once again index the insurance pension . Since January, it has been increased by 5.9%, as was budgeted. But inflation, as already mentioned, turned out to be higher than we all expected. Therefore, from February 1, pensions will be indexed again – if compared with last year, then by 8.6% (slightly ahead of inflation). According to the Minister of Labor and Social Development Anton Kotyakov, the average pension after indexation will be 18,984 rubles. That is, compared to 2021, the average payment will increase by about 1,500 rubles.
An important point: this law was adopted after the New Year, and it says that pensions increase from January 1. At the same time, Russian pensioners have already received the payment for the first month of winter, indexed at a lower rate. Therefore, for January, pensioners are entitled to an “additive”. It will be paid in February.
BENEFITS WILL INCREASE
This is scheduled indexing. Since February 1, many social benefits that are not tied to the subsistence minimum have been growing annually (those that are tied are automatically raised along with this minimum). The indexation rate this time will be 8.4% – according to inflation for 2021.
This includes, in particular, the following payments :
– one-time allowance for the birth of a child,
– the minimum monthly allowance for the care of a child up to one and a half years,
– allowances for wives and children of military conscripts,
– a one-time allowance for the transfer of children to a family,
– social allowance for burial.
DEBTORS WILL BE LEFT A LIVING MINIMUM
If a debt collection is imposed on salaries and other income, now they will not be able to take them “clean” . The debtor is required to leave at least a living wage (the average for Russia is 12,654 rubles). Or rather, they are not obliged, but they can: the debtor will have to take care of himself. It is necessary to submit an application to the bailiff-executor, where to indicate information about the source of income and details of the bank account on which the living wage must be left. The bailiff must respect the request and instruct the bank so that it does not reset the account.
In some cases, the indulgence does not apply. This:
– child support debts
– compensation for harm to health and in connection with the death of the breadwinner (by court decision)
– payment of damages caused by the crime.
BUYERS OF APARTMENTS WILL BE PROTECTED FROM EMERGENCY HOUSING
If the house is declared emergency, subject to demolition or reconstruction, then local authorities will be required to transfer this data to Rosreestr . This measure is designed to further protect homebuyers – so that they do not acquire wrecked houses out of ignorance.
The fact is that “for safety net” when buying an apartment, it is recommended to receive a fresh extract from the Unified State Register of Real Estate for it. This is done on the website Rosreestr.gov.ru, it costs 350 rubles, the statement comes to the e-mail. Now this extract will also contain information about whether the house is in an emergency and whether it is going to be demolished.
CULTURAL EDUCATION EXPANDS
From February 1, the Pushkin Card for Youth can pay for movie tickets. Well, not just any movie. The list includes those created with the support of the Ministry of Culture, the Cinema Fund and regional authorities, as well as those from the “golden collection” of Russian cinema. Recall that young people aged 14 to 22 can receive a virtual Pushkin card and pay for tickets to theaters, museums, exhibitions and other events from the state-approved list. The face value of the card in 2022 is 5,000 rubles. It will be possible to spend up to 2,000 rubles on a movie from them.
